TOC works, really

More evidence that TOC thinking really can make a difference, this time in reference to the issue of software development being shipped off-shore because it is "cheaper."

Organizations can see multiple orders of improvement, once they start focusing on the right issues. TOC and the associated systems thinking provides an excellent means for doing just that.
